Measure 4.1 Establishing a comprehensive database of official opinions | |||

Unclear regulations or their different interpretation for various businesses require issuance of official opinions for clarification – when authorities fail to issue or publish these opinions, such practice often leads to legal uncertainty and favoring of unfair competition. Further on, opinions are issued with delays of more than a year, which pushes legal businesses to unwillingly violate regulations and leads to their punishing. This would identify the obviously unclear regulations, with multiple confusing issues to be improved. | |||
